UR/JKK コンシェルジュ oversees the customer application process for JKK Tokyo (Tokyo Metropolitan Housing Service Corporation) and will provide the information regarding General housing.

General housing is a type of rental property that is constructed and wholly managed by JKK Tokyo.
General housing offers a wide range of rooms to suit your household situation flexibly, whether individual or family.

The Benefits of General Housing

No Gratuity Fee

The only costs required for the contract include the security deposit (2-month or 3-month aggregate of the contract rent), daily rent and service fee.

No Brokerage Fee

Initial costs can be reduced significantly as there are no obligatory brokerage fees.

No Renewal Fee

Renewal processes involve no fee and are automated for enhanced convenience.

Priority System

If you have a child, elderly or pregnant lady in your household, you can apply to have 7-day priority on a property after it has been listed publicly.

Conditions of Move-in for General Housing

Condition Key Remarks
Must have family members or relatives with whom you will live It is essential that there are more than two members in the household.
However, single tenants can apply for rooms that are smaller than 3DK within the ward and 3LDK within the city.

* A “single tenant” refers to individuals who are moving in alone and do not have a spouse based on their official family registration.
This can include those who have never been married, been divorced previously or experienced bereavement.
Must not be a homeowner It is required that applicants are not homeowners.
Must be a legal adult and be able to prove it with the Certificate of Residence It is required that the applicant proves, with their Certificate of Residence, that they are a legal adult*, and along with their household members (if any), hold residency in Japan.
If the applicant is a mid to long-term resident with a foreign nationality or special permanent resident, we will be required to evaluate certain sections of their Certificate of Residence (including that of their household members), namely, “Classification of Eligible Person”, “Status” and “Date of Expiration.”

* A ‘legal adult’ includes married individuals under the age of 20
The monthly income of the applicant must surpass the ‘monthly minimum standard’ defined by JKK Tokyo Even if your monthly income (tax included) does not surpass the standard, it is possible to combine earnings and thus, retain the possibility of application approval as long as your monthly salary fulfils more than 50% of the minimum standard as well as meet certain conditions.
Must be able to find a guarantor If the customer cannot find a guarantor, they still have the option to utilize guarantor companies.
Must not be a gang member Customers will be denied move-in if they are affiliated with violating Article 2 Clause 6, which articulates on the prohibition of unlawful conduct by gangster groups (Public Law 77, 1991).
Applicants are required to move in by the date determined by JKK Tokyo After moving in, tenants may not change their property, building, or room as well as postpone the contract date, which was originally agreed upon.
Encouraged to embody mindful and harmonious co-living Pets are not allowed. Animals besides small birds and fish cannot be brought into the rooms.

Documents Required for the General Housing Application

Regarding the various documents required for submission, please ensure that these are as up-to-date as possible and have been issued within the past 3 months.

Documents Stating the Monthly Income (Choose one among 1 – 6 listed as follows)

Please ensure that the document submitted can prove that your total monthly income surpasses the minimum standard defined by JKK Tokyo.

1 Withholding taxation certificate for the previous year’s income earnings (Copy) This option cannot be used by applicants who became employed at their current company after January 2nd of the previous year, and additionally, those who took leave throughout the past year.
2 Payroll and certificate of employment (JKK designated form)
3 Income tax return B from the previous year (Copy)* Please prepare both pages 1 and 2.
If, for example, you do not currently have your verification stamp due to a recent processing via postal services, receive the original version of the tax payment certificate from the tax office, and submit this document along with the copy of your tax return.
If in the case you started working after January 2nd of the previous year, and thus, do not inherently possess business documents for an entire fiscal year, submit the copy of your letter of employment officially stating your start date on the job, your statement balance (JKK designated form), and the copy of files that shows any business sales so far.
* Please ensure that your submitted files show the verification stamp from the tax office.
4 Copy of income tax returns A for the previous year (copy) * Please prepare both pages 1 and 2.
If, for example, you do not currently have your verification stamp due to a recent processing through postal services, receive the original version of the tax payment certificate from the tax office, and submit this document along with the copy of your tax return.

* Please ensure that your submitted files show the verification stamp from the tax office.
5 Withholding taxation certificate for the previous year’s pension payments (copy)
6 Latest pension revision orders (copy) or pension payment notifications (copy)

Certificate of Residence from All Household Members

It is important to note that not “several” household members, but “all” must submit appropriate documents. Please refer to the table below and submit your respective documents (issued within the past 3 months) based on your nationality and residence status.

4. Family Registry, etc.

If any of the following conditions apply to you, we will require the submission of your family registry, etc.

If you are applying with your fiancé as an engaged couple * You are exempt if you are living together with the “household head” as officially stated on your family registry, and can confirm in the “Relation” column that you are indeed partners.
If you are currently living in public housing with relatives who are separated, or if you have a different certificate of registry than your relatives even though you may be living together
If you are utilizing the “Special Exception on the Monthly Income Standard” or “Sum of Remittances” * We must confirm your family relationship with the guarantor.
However, you are exempt if you are living together with the guarantor as officially stated on your family registry, and can confirm in the “Relation” column that you are indeed family.

Below is the list of rooms that customers can choose among, based on the respective monthly income standard determined by JKK Tokyo

If Your Monthly Income (Tax Included) Does Not Meet the Income Standards

Even if your monthly income (tax included) does not surpass the monthly minimum standards, it is possible to combine earnings and thus, retain the possibility of application approval as long as your monthly salary is more than 50% of the minimum standard as well as meet any one of the following conditions. It is important to note that these conditions must be considered individually and may not be partially mixed together to fit your needs.

Combining the income of all household family members living together The combined income of all family members must surpass the minimum standard.
It is important to note that in this case, the monthly income of the guarantor may not be included in the combined sum.
Combining remittances from family relatives The combined remittances from family relatives must surpass the minimum standard.
However, in this case, it is required that the family relatives sending the remittances are registered guarantors.*

* Even if a relative sending remittances is already a tenant of a room managed by JKK Tokyo, they must still undergo approval processes to become a registered guarantor.

Filing the Application Based on Savings Account

All of the following conditions must be satisfied.

・You must be above the age of 60.
・Your savings must surpass the minimum standard determined by JKK Tokyo.*

* “Savings” refers to the total sum saved through your financial institution.
* The savings minimum standard is the value 100 times your monthly rent.

If Your Savings Does Not Meet the Minimum Standard

Even if your savings does not surpass the minimum standard, it is possible to combine earnings and thus, retain the possibility of application approval as long as your savings is more than 50% of the minimum standard as well as meet any one of the following conditions. It is important to note that these conditions must be considered individually and may not be partially mixed together to fit your needs.

・The combined savings of all household members must surpass the minimum standard.
・Your savings must be more than 50% of the monthly minimum standard.

Guarantor

Guarantor Qualifications

Guarantor qualifications are articulated as follows.
If the customer cannot find a guarantor, they still have the option to utilize guarantor companies designated by JKK Tokyo.
・Must be a legal adult with a stable monthly income (This includes married individuals under the age of 20).
・Must be residing in Japan with either a Japanese or foreign nationality.

The Following Individuals Will Not Qualify as Guarantors

・An individual planning to move in with the applicant
・An individual who is already residing in a room managed by JKK Tokyo
・An individual who is already a guarantor for another tenant residing in a room managed by JKK Tokyo

* If you combine remittances with a relative who wishes to then move in, they will be required to register as a guarantor.
