Tokyoite Housing

UR/JKK コンシェルジュ oversees the customer application process for JKK Tokyo (Tokyo Metropolitan Housing Service Corporation) and will provide the information regarding Tokyoite housing.

Tokyoite housing is a resident type primarily aimed toward middle-income families.
In collaboration with the national and municipal governments, a rent subsidy system has been made available to select Tokyoite housing in order to help alleviate the financial burden on our customers.

The Benefits of Tokyoite Housing

No Gratuity Fee

The only costs required in the contract include the security deposit (2-month or 3-month aggregate of the contract rent), daily rent and service fee.

No Brokerage Fee

Initial costs can be reduced significantly as there are no obligatory brokerage fees.

No Renewal Fee

Renewal processes involve no fee and are automated for enhanced convenience.

Rent Subsidy System

For select Tokyoite housing, the burden of rent payments can be reduced.

Conditions of Move-in for Tokyoite Housing

Condition Key Remarks
Must have family members or relatives with whom you will live It is essential that there are more than two members in the household.
Fiancés can be recognized as household members as long as they submit a ‘Pledge’ (JKK designated form), and begin co-sharing as of the date agreed upon in the contract.
Must not be a homeowner In addition to the applicant, none of the other household members may be homeowners.
Must be a legal adult and be able to prove it with the Certificate of Residence It is required that the applicant proves, with their Certificate of Residence, that they are a legal adult*, and along with their household members (if any), hold residency in Japan.
If the applicant is a mid to long-term resident with a foreign nationality or special permanent resident, we will be required to evaluate certain sections of their Certificate of Residence (including that of their household members), namely, “Classification of Eligible Person”, “Status” and “Date of Expiration.”

* A ‘legal adult’ includes married individuals under the age of 20
The net household income must correspond to an earnings division defined by JKK Tokyo The ranges and criteria will vary depending on the number of household members.
Must be able to find a guarantor If the applicant cannot find a guarantor, they still have the option to utilize guarantor companies.
Must not be a gang member Applicants will be denied move-in if they are affiliated with violating Article 2 Clause 6, which articulates the prohibition of unlawful conduct by gangster groups (Public Law 77, 1991).
Applicants are required to move in by the date determined by JKK Tokyo After moving in, tenants may not change their property, building, or room as well as postpone the contract date, which was originally agreed upon.
Encouraged to embody mindful and harmonious co-living Pets are not allowed. Animals besides small birds and fish cannot be brought into the rooms.

Documents Required for the Tokyoite Housing Application

Regarding the various documents required for submission, please ensure that these are as up-to-date as possible and have been issued within the past 3 months.

1. Documents Required from All Members Moving In

1.1. Residential Tax Certificate or Tax Exemption Certificate

Please prepare documents that include your gross annual income, total net income, type of income, number of dependents, and various deductions or subsidies.

Until May of the current year Residential tax certificate (tax deductions) from two years prior

Example: If it is May 2017 currently, submit the tax certificate from 2015 (2016 fiscal year)
June of the current year to May of the following year Residential tax certificate (tax deductions) from one year prior

Example: If it is June 2017 currently, submit the tax certificate from 2016 (2017 fiscal year)

It is important to note that not “several” household members, but “all” must submit appropriate documents. Please refer to the table below and submit your respective documents (issued within the past 3 months) based on your nationality and residence status.

4. Documents Indicating Current Residence Status

5. Other

If you are moving in with your fiancé, you are required to submit the Certificate of Family Register (Certificate of All Historical Matters) and a marriage certificate, all by the contract date.
If the filing and/or completion of the marriage registration is occurring after the contract date, you must submit a ‘Pledge’ (JKK designated form) along with the Certificate of Family Register (Certificate of All Historical Matters) for each partner.

Rent Subsidy System

The rent subsidy system available for select Tokyoite housing is the financial assistance effort implemented by the national and municipal governments to help fill the monetary deficit that emerges between the amount supposed to be paid by the tenant (contract rent) and the actual amount the tenant is able to pay.

  • Contract Rent
    This is the amount that is supposed to be paid by the tenant under contractual agreement.

    This amount is reviewed once every two years (three years for some rooms) and is subject to change.
  • Rent Subsidy
    This is the sum subsidized by the government, which is derived from the difference between the contract rent and the actual amount the tenant is able to pay.

    The tenant’s actual rent will increase as the rent subsidy decreases annually. The subsidy will end once the tenant’s actual rent equals the contract rent.
  • Tenant’s Actual Rent
    This is the actual rent the tenant pays.

    Basing the maximum as the contract rent, the actual rent will increase by almost 3.5% every year (only select Tokyoite housing are exempt). We will examine your gross annual income from the past year to determine appropriate subsidies.

* The subsidies offered will vary depending on where the tenant is allocated on the earnings division chart
* Even if your room has been approved to receive financial assistance, subsidies may not be provided depending on your earnings division.
* Subsidies will commence simultaneous to the start of residential management, and may continue up to 20 years.
* After 20 years, subsidies will end even if the tenant’s actual rent has not yet equaled the contract rent.

Earnings Division

The tenant’s actual rent will be determined by JKK Tokyo’s evaluations, i.e. ‘earnings division’ system. You will not be eligible for Tokyoite housing if your household gross annual income does not fall into any earnings division.

1.We categorize applicants into appropriate earnings divisions based on their household gross annual income and number of family members.
If your family holds more than seven members, add 380,000 YEN for each incremental person to calculate your household gross annual income.
2.Each room is affiliated with a certain earnings division, which then corresponds to the actual rent payed by the tenant. Therefore, in order to provide the quote for the applicant’s actual rent, we must first allocate applicants into their appropriate earnings divisions.

Guarantor

Guarantor Qualifications

Guarantor qualifications are articulated as follows.
If the applicant cannot find a guarantor, they still have the option to utilize guarantor companies designated by JKK Tokyo.

・Must have a stable monthly income. Additionally, the gross annual income must surpass 2,400,000 YEN (this amount increases to 3,676,000 YEN for salary earners and pensioners).
・Legal adults who have or can issue a personal seal certificate.

The Following Individuals Will Not Qualify as Guarantors

・An individual planning to move in with the applicant
・An individual who is already residing in a room managed by JKK Tokyo
・An individual who is already a guarantor for another tenant residing in a room managed by JKK Tokyo

Documents Required from the Guarantor

1.Personal Seal Certificate

3.Based on various circumstances that may arise during the application process, you may be required to submit one of the following documents.

Salary Earners Latest withholding certificate
Proof of salary earnings showing the company seal or an official documentation stamp (JKK designated form)
Business Owners Copy of the past year’s tax returns (with the verification stamp from the tax office)
Pensioners Latest confirmation letter of annual pension or payment notice

Guarantor Companies Designated by JKK Tokyo
